The only organisation which may verify the record is

Guinness rules were really stupid in the past (mesures of
time, number of attempts, possibility of cheating...) so nobody must believe
this organisation.
In any case, what is the most important is the
quality of the documentation without possibility of cheating.
THE FOLLOWING PRINCIPLE WILL APPLY:

All the information about the 13th root will be available in the 13th root group
RULES TO AVOID CHEATING:
2 principles must be verified in particular:
1)
Nobody (including the jury and witnesses : NOBODY)must know an
information about which the roots or powers will be chosen before the attempt,
EVEN 1 SECOND before the attempt: everybody will discover the tasks at the same
time.
The randomization must be done by computer with real random numbers,
not depending only upon time etc...
2)
Nobody and nothing must send
information to the competitor during the attempt:
Physically, this means that
there should not be, for the competitor, a variation in the light or sound or
touch or similar.
The only information variation allowed is the information
from a computer program, which can be simulated at every time with the same
nature of information.
Information variation from computer outside computer
program is not allowed(for example clock, etc...).
3)
The number of attempts is limited to 10 for event, and maximum 30 for a year(13th root of 100 digits)
Announcement is therefore necessary to register the number of attempts
SUGGESTION:Additional principle:
The competitor must accept to take later, in case of doubt, a detector of
lies and a Brain fingerprinter (new technology)
These principles must be
verified to recognize a world record.
FORTHCOMING PERFORMANCES
attempts in the area of 13ths must be
announced at least 6 months before.

A record is a registration
A
national(german, french...) record is the best registration for that nation.
A world record is the best registration for a world
There are more
than 1 world: the world of the honnesty, the world of magicians, the world of
liars etc...
Concretely, there are Guinness world records, Saxonia world
records, MSO world records, etc...
An Universe record is the best
registration of these worlds
This means not necessary the fastest time,
but the best registration, including the kind of registration
The principle
is that possibilities of cheating will be extremely difficult and the record
will be independant of any of the previous worlds. All Universe records are
done by humans.
When there will be humans on other planets, maybe in the
year 3000[a common idea], the Universe records will not be forgotten, because
future human beings will know that the Universe records are the most genuine
of the registrations
